Assuming Tier 1 production is getting ahead of yourself, and he does not need to be elite to start.

With Bowers (knee) returning to practice late last week, I’m operating under the assumption that he plays this week, and while putting a full alpha projection on him doesn’t seem fair, it’s possible that 65% of his standard role would be more than acceptable when compared to those either streaming the position or plugging the hole left in your lineup with his natural replacement in Michael Mayer.

As it turns out, Bowers is a one-of-one. Go figure. Michael Mayer, a fine player, slid into his role and, for the 2-0, overachieving Raiders, turned nine catches into 55 touchdownless yards.
I think you’re probably getting ahead of yourself if you’re assuming Tier 1 production, even in a good matchup, but he doesn’t need to be elite to hit your starting lineup.
