The House has voted to yes on a temporary bill to fund all of the Department of Homeland Security, including ICE and Customs and Border Protection, but the government shutdown is expected to continue as the measure is thought to be “dead on arrival” in the Senate. NBC News’ Jessica Layton and Melanie Zanona report.
