JAMMU, Sept 21: The Jammu and Kashmir Government has constituted Apex and Core Committees to identify practical AI applications and Use Cases for establishing an AI-enabled citizen-centric governance system in the Union Territory.

As per an order issued by the General Administration Department, the Apex Committee would be headed by the Chief Secretary with Financial Commissioner (Additional Chief Secretary), Finance Department, Commissioner Secretary to the Government, Information Technology Department, Director, Indian Institute of Technology, Jammu, State Informatics Officer, J&K, NIC, representatives of BISAG and concerned Administrative Department, and any other officer as may be co-opted by the panel as Members.
The Apex Committee has been tasked with approving the action plan for each department and reviewing program of implementation of the action plans and take further appropriate measures to review bottlenecks and streamline implementation.
Meanwhile, the Core Committee shall be headed by the Commissioner Secretary to the Government, Information Technology Department, with Director, IIT Jammu as Co-Chairperson, and State Informatics Officer, J&K NIC, representatives of BISAG and concerned Administrative Department(s) not below the rank of Additional Secretary as Members.
The Core Committee will collaborate on identifying and developing AI-driven solutions customized to administrative and developmental requirements and pinpoint AI use cases for pilot deployment with substantial impact while ensuring smooth integration with existing e-governance infrastructure, digital portals and departmental workflows besides defining structured roadmap for departmental adoption, with focus on achievement of measureable public value (citizen centric services) and operational efficiency.
Further, the Committee shall ensure responsible AI practices, strict compliance with statutory data protection norms (including the DPDP Act), algorithmic transparency, sustainability and scalability.
It will also identify systemic and technical bottlenecks, recommending remedies and protocols and establish key performance indicators (KPIs) and milestone-based monitoring mechanisms for efficiency in execution.
The Committee will also conduct the comparative assessments between in-house development and external vendor procurement for balancing the fiscal prudency, technical maintenance and affordability with long-term ownership.
