Contract negotiations between Allegheny General Hospital nurses and management are underway as unionized nurses push for increased staffing levels, saying patient volumes and the complexity of care have grown faster than the hospital’s workforce.
The negotiations cover approximately 1,500 nurses and nurse practitioners represented by SEIU Healthcare Pennsylvania. Union leaders say staffing will be a central issue as they seek a new agreement following what they described as a landmark 2023 contract that improved nurse-to-patient staffing ratios and established a $40 starting wage for nurses with a Bachelor of Science in Nursing degree.
Nurses argue those gains are being challenged by increasing patient demand. According to SEIU Healthcare Pennsylvania, AGH’s budgeted daily patient census has risen from 395 patients in 2024 to 417 patients in 2026. The union also contends that patients are arriving with more complex medical needs, requiring additional time and resources from bedside staff.
“Working at AGH is special because we actually have staffing ratios written into our contract,” registered nurse Jeff Perry said in a statement released by the union. “The problem is, the volume of our patients keeps going up, they’re coming in much sicker, and our hospital is not staffing enough to meet these new conditions.”
SEIU leaders say nurses will seek proposals aimed at improving staffing levels, retaining experienced nurses and reducing mandatory rotating shifts.
Allegheny Health Network disputed the union’s characterization of staffing conditions.
“At Allegheny General Hospital, we remain committed to providing high-quality patient care and maintaining a supportive environment for our nurses and all team members,” an AHN spokesperson said in a statement. “We value our nurses’ contributions and look forward to productive contract negotiations. Our hospitals continue to recruit and retain nurses across the network, and we remain focused on ensuring safe staffing and excellent patient outcomes.”
