Gandhinagar: The Gujarat Government has launched a ₹10-crore Growth Fund to accelerate technology-based startups and help innovators take their ideas from research laboratories to commercial markets. The initiative provides financial assistance based on the Technology Readiness Level (TRL) of startups, with grants of up to ₹30 lakh for early-stage ventures and funding of up to ₹2 crore for more advanced businesses.
Science and Technology Minister Arjun Modhwadia launched the fund on November 4 at the Gujarat Innovation and Technopreneurship (GInTech) Conclave 2026 in Gandhinagar. The event was organised by the Savli Technology and Business Incubator (STBI).
The initiative aims to address funding requirements at different stages of technological development, particularly the transition from proof-of-concept research to technology demonstration, pilot manufacturing and commercialisation.
How the Gujarat Startup Growth Fund Will Work
The funding structure is based on the Technology Readiness Level (TRL), a scale used to assess the maturity of a technology and its preparedness for practical applications.
Under the scheme, startups will receive financial assistance according to their stage of technological development.
The two funding categories include:
Early-Stage Startups (TRL 4 and Below)
- Eligible for grants of up to ₹30 lakh.
- Funding will support proof-of-concept development.
- Assistance will cover technology validation and various trials.
- Other related research and development activities will also be supported.
Advanced-Stage Startups (TRL 5 and Above)
- Eligible for equity-linked convertible funding of up to ₹2 crore per startup.
- Support will cover pilot manufacturing and technology demonstrations.
- Startups can use the assistance for business model changes or strategic pivots.
- Market-oriented development and commercialisation activities will also be eligible.
The two-tier funding structure is intended to ensure that startups receive financial support suited to their technological maturity and business requirements.

Gujarat’s Expanding Startup Ecosystem
Addressing the conclave, Modhwadia highlighted Gujarat’s growing contribution to India’s startup ecosystem.
According to figures shared by the minister, India has approximately 2.6 lakh registered startups, of which an estimated 18,000–20,000 are active in Gujarat.
He also pointed to changing career preferences among young people, noting that entrepreneurship is increasingly emerging as an alternative to conventional government and corporate employment.
The minister emphasised the importance of creating an environment where young innovators can transform their ideas into businesses and contribute to employment generation.
Other Startup Initiatives Announced at GInTech Conclave 2026
Besides the ₹10-crore Growth Fund, the conclave also highlighted measures to strengthen Gujarat’s innovation and entrepreneurship infrastructure.
Key initiatives include:
- Eight Regional Innovation Cells: STBI will establish eight regional innovation cells across six zones of Gujarat to expand support for startups and innovators.
- Atmanirbhar Gujarat Fellows: The initiative aims to strengthen the state’s innovation and entrepreneurship ecosystem through a dedicated fellowship programme.
- Cohort-Based Accelerator Platform: A structured acceleration platform will provide startups with opportunities to strengthen their business models and advance their innovations.
- Shadow Internship Opportunities: The initiative will provide opportunities for aspiring entrepreneurs and young professionals to gain exposure to startup activities.
- Partnerships With Accelerator Agencies: STBI also signed memorandums of understanding (MoUs) with nationally recognised accelerator agencies to strengthen institutional support for startups.
Bridging the Gap Between Research and Commercialisation
The Growth Fund is part of Gujarat’s broader efforts to strengthen its science, technology and innovation ecosystem.
The state’s Science, Technology and Innovation Policy 2026–2031 also envisages a ₹1,000-crore Innovation Fund to support research, indigenous technology development and advanced technological innovations.
By linking financial assistance to technology readiness, the new initiative seeks to address a key challenge faced by technology startups: securing adequate funding to move beyond laboratory research and bring innovations to the market.
The initiative is expected to strengthen the state’s startup ecosystem by supporting innovators at different stages of development and encouraging technology-driven entrepreneurship.
